How can this film have a Universal rating ?.

There are some frightening scenes in this film. I can't understand why it has a Universal rating. It should have been rated PG.

More things were allowed in movies back in 1992 than they are today.

There's nothing that bad in it. I saw it as a little kid and I was fine.

It wasn't so much frightening as it had a good villian

It doesn't need a PG rating, it doesn't have anything that should prevent it from having a G-rating.
