And while we're at it, why would an otherwise why innocuous CEO in Bruce Wayne be so forthright about having investigated the Red Triangle Circus and flaunt his findings to Max Shreck?

You mean why would Wayne not pretend to be a vacuous party boy? Because that's not always he "cover". Batman: Year One and Batman Begins both have Wayne hide by pretending he's a playboy. This film, and other incarnations of the character, have him a be a millionaire CEO, but not need to constantly be the most vapid person on earth as "camouflage". I actually prefer when Wayne uses his corporate influence to be a do-gooder, too.
Doesn't he need cover? No. He doesn't. He presents as happy, a little screwy, a philanthropist, and a prep boy. Nobody's going to go, "Oh, that's definitely Batman!" from that. Shrek would assume Wayne was making a corporate takeover powerplay type move, trying to intimidate him into losing power in the city. Why? Because that's what Shrek would be doing. He probably assumes the scheming worst of people, including Wayne.
I think she just wanted to mess with him, either that or she was just going insane and her wasn't even thinking about her actions.
As for Bruce I will say this Burton did not do a very good job differentiating between Bruce in the public eye and Bruce in Batman mode, Nolan and Bale absolutely nailed this. To be a good Batman you have to play 3 roles: 1) Bruce pretending to be a drunk, obnoxious Billionaire playboy, 2) Bruce as he really is in Batman mode and 3) Batman. Keaton and Kilmer were able to nail 2 and 3, Clooney only played 1 role however Bale was able to capture all 3 of them.
