Poor Character Development

I liked the movie because it was bad and never intended to be anything but bad...

But, the character development was terrible and I don't think that was intentional...just sloppy writing. They really made me like the Sheriff, then all of a sudden they made him out to be the bad guy. Or were the freaks the bad guys? Because they made you root for them as well...so you have likeable characters fighting a likable character.

They also played the Sheriff off as a being a friend of the freaks, considering how kind and accepting he was to Little Hal...but then they threw all that out the window.

I also grew to like his daughter, but then they threw a curve ball at me when she turned bad. I wouldn't say that was poor writing, but I was kind of disappointed when she turned bad...I thought she was a nice love interest for Dwayne. (at least we got a nice cheek shot out of the deal though).

I think you've correctly identified some conflicts in the script, but I don't think it's poor character development -- I'd say it's moral complication.

The Sheriff is a guy with love in his heart for all of god's critters. But he is also a lawman, and Belial is a murdering monster!

Belial is also a good guy - he's only defending his right to live, the rights of hid family, and the right of Duane to live as he chooses.

But, even though we know all this about Belial, there is also something else that we ignore.

Belial is a movie monster, and like all movie monsters he is an abomination before man and god, with NO right to live!

Its the Sheriffs DUTY to put Belial and all like him out of business!

Of course, he fails -- and that's why this movie is REALLY PREVERTED!!! The audience is expected to CHEER and APPLAUD the victorious MONSTERS, who HATE EVERYTHING THAT WE NORMALS STAND FOR! We should be sad and crying over he Sheriff's failure, not celebrating the victory of a bunch of TWISTED PREVERTED FREAKS!

Its kind of like the Devils Rejects...Sheriff Wydell is by all accounts the good guy, but Rob Zombie has you rooting for the bad guys, but you dont really sympathize as much with Wydell as you do the Sheriff from Basket Case 3, because Wydell is sadistic in his own right. The Sheriff from Basket Case 3 seemed like a great guy. also, the freaks from Basket Case 3 were angels compared to the Devils Rejects, especially if you take Belial out of the equation.

In real life, few people are all good and all bad. Most people try to be basically good, but have flaws. I think this film cleverly parodied the idea that films should be good guys vs bad guys, and portrayed each character as less than perfect.....

Nah, I'm joking. I just made that up. It's a cheesey B movie. It's not supposed to be held up too closely to examination. It's just supposed to be goofy and fun.

Let's not forget that Belial is a murderer.

Belial got what he deserved if I was Duane I would have snuffed him out before a sequel was even a thought.
