as a kid, I can assure you it was the hammerhead voiced by matt hill.

oh wait, you mean in the whole line? well f'ck me I never saw any of the villains except the one the with the pornographic tongue, moby lick I believe? yeah he was cool

Definitely Tentakill. He was pictured on the back of the box during the second action figure line and I couldn't find him anywhere. As a kid, I was obsessed with Street Sharks and had every toy as well as every episode taped off the TV. My mom took me all over the place looking for the Tentakill figure until it became apparent that it was never released. Pretty sure no one has one because it was never sold in stores, despite being advertised on the box.
