Forgettable one-off villains

For the most part, this series was pretty solid.
But once in a while there would be a rather weak concept or a forgettable villain who only showed up once and thankfully never came back.

One such character was Wormwood. IMO he was a cheap Riddler knock-off who came out of nowhere.

Can you think of any others?

All from season 1. The Clock King, the villain of the episode the Under Dwellers, that fat rich guy in the episode where Bruce and some other people are kidnapped and forced to work in a mine.

I didn't mind the fat rich guy; I found him more plausible as a standard criminal type than some of the villains who had one silly trick gimmick.
