I never paid attention to this earlier for some reason. But it just came to me that Joker's hair is really dark, almost like black with a green tint. Why did they not make it bright green?

Maybe they were following the motion picture Batman w/Jack Nicholson. That's how his hair was in the movie. They did take the theme from the movie and make it the animated theme.
