Was this movie made in English? Cause the words not syncing with mouth

Is it just me or does it seem like the people's mouth is not syncing with words? Here a good example of what I mean.

Remember when the monster had the mike guy in the basement, than he escaped....after that the monster chatted that girl out the window into the pond... As she ran, mike grabed her and pulled her behind the tree.

Well during the part behind the tree, watch their mouth. Notice her lips are moving before words even started. And mike does this all throughout the movie. What's going on?

If this is not a english lip sync movie, I would like to know if is is part of the comedy or something like that.
