Question about the ooze and the turtles origins...

In the movie they make an anti mutant serum to feed to Toka and Razor, I was wondering if it would work on the turtles themselves, if so why couldn't Shredder just force the scientist to create the same serum for him and find a way to slip it into one of the turtles many pizzas? Revenge would be easy if the turtles were reduced to what they came from.

It might even kill them in and of itself, how long would the turtles and Splinter have lived if it weren't for the ooze? Im pretty sure that rats don't live a terribly long life, so Im guessing the ooze would have had to enhance their lifespans as well as their intelligence and size.

What do you guys think?

Shredder wasn't thinking that far ahead as to use an anti mutant serum aganist the turtles. Personally, I don't think Shredder is clever enough to think like that.
