The guy who calls Hannibal "son of a bitch" when he insults Sen. Martin, is that the same guy played by Ray Liotta in Habbibal?

Yes, although his personality differs between both films.

Yes, is the same bloke. Ron Vawter (who played Paul Krendler in The Silence of the Lambs) died in 1994, so Ray Liotta took the role.
