Can someone tell me if this is the movie...? (possible spoilers)

In the mid '80s to mid '90s I watched a horror movie (most likely new since it was on a pay-per-view channel) where this guy was experimenting on sewing together different animals. This would be very similar to the idea of The Island of Dr. Moreau, except he wasn't crossing people and animals, just animals. There is one scene where other people (a man and woman?) see body parts floating down a river. There may or may not have been human parts involved, as if the mad scientist had disposed of someone who found out what he was doing. I thought it was a good movie at the time, although now that's the only part I remember and if I watched it now it may be cheesy as heck. :)

Someone suggested this may be the film, so I'm hoping someone who has watched it can tell me if it is.
