Not sure if I missed the answer, but Drebin was in D.C. to attend that banquet, Jane was there for her new job, but for some reason all the rest of Police Squad was in D.C. working on a local murder. Was there a reason they moved from L.A. to D.C.?
I think they were just over there visiting and helping out for law enforcement week. Of course, if they weren't there, you wouldn't have Jane and Frank meeting up again.
