Mel Brooks as a spoiled rich guy?

I've never seen this film. I heard it has a really bad reputation. But can anyone tell me whether Brooks' character is a self-made multi-billionaire or a guy who was born with a silver spoon, because I really don't buy Brooks as a spoiled blue-blood. His charm is that he's one of us, one of the ordinary 99% types poking fun at all the big-wigs.

It may be irrelevant, having nothing to do with the plot, but HarveyManfredSinJohn, who hadn't seen the film, asked a simple question, and indeed the answer is in the film, where Bolt answers the question with "I only inherited five million dollars, and that's nothing".
