Frank's hairstyle (minor spoilers)

Frank's hairstyle in the beginning confused me. The guy comes from Nam with pretty long hair. I'm not familiar with US army ranks, but (I suppose), he is a sergeant. As a veteran myself, I should ask, how could a sergeant (or whoever he is) have such long hair?

Same in the Prison scene. Frank comes out like freaking Elvis. I thought they shave your head in prison, don't they?

I agree Penn didn't really get the time period look right, confusing because he went through it on Casualties Of War. Also Franks tattoos, no one had neck tattoos back then. The nazi ones I suppose were coming into fruition during that prison genre.
