There's something I don't get


Shindo blames himself for Godzilla suffering and goes willingly to his death. But, he wasn't responsible for the creation of the second Godzilla. When he sent his submarine, Godzilla was already fully formed and destroyed the sub of his own accord. Also, right after they find out about the sub crash in the 70's and Miki's vision of Godzilla, Terasawa says he wants to stop them bringing back Godzilla, even though it seems to be established that he's already there.

It was not a fully-grown Godzilla. Ambient radiation had brought the Godzillasaurus back to life and partially mutated it, but the sub brought G back to its full glory and taller to boot.

The sub is what allowed Godzilla to overcome the ANEB infection that was keeping him subdued and also caused him to grow in size and power, becoming even more dangerous. So in a way, he was responsible for Godzilla's current rampage. Shindo also may have felt guilty about leaving the Godzillasaurus mortally wounded on Lagos Island all those years ago. Godzilla still obviously remembers that, and it still brings back painful memories for him.
