Entrapment?

Now, I've always loved the F/X movies, but seeing it again today after several years, I'm struck by the whole setup at the beginning. They lure the killer into the apartment by staging the whole thing with the female cop and Mike. The guy watches from across the street and sees her, can't resist, and makes his move. Isn't faking a situation like that to lure a suspect a crime entrapment? It's not like a drug deal where someone is looking to commit a crime (buy drugs/sell drugs) and setting them up, but rather drawing in a suspect that wouldn't have committed a crime unless lured into doing so.

Lured into committing murder by seeing a naked woman? lol! How many guys have to commit murder when seeing a woman naked? I think cops sometimes dress up as women in order to catch various criminals. It's something they've done for decades.

Found this here: http://www.shouselaw.com/entrapment.html
"Under California law, entrapment refers to a situation where a "normally law abiding person" is induced to commit a crime that he/she otherwise would not have committed.1 Entrapment only applies to overbearing official conduct, seen in the form of pressure, harassment, fraud, flattery, or threats.2"

I think the key phrase is "normally law abiding person". The guy in this movie wasn't normally law abiding. He was a serial killer. He also wasn't pressured in an overbearing manner. He wasn't harassed or threatened.

the female cop and Mike.
She wasn't a cop, she was a model who was already being stalked by the person who was being set up.
