lars von trier is anti-american and so he is literally saying that the americans are to blame for ww2

I think you didn't understand much of the movie.
First of all, I think that the basic idea of this movie is said by priest, when they are all having dinner he mentions that in Germany everybody has to choose the side they want to be in, if they don't choose it, they're nothing in Germany. And that's what the American is. A person who's nothing and who's consequently used by both sides.

1. American citizen visits Europe 1945. (I think that the American tries to give a neutral eye to the conflict of the two German identities after WW2)
2. falls in love with a nazi girl. (Actually, he falls in love with a woman. He doesn't mind if it's nazi or not, that's not important at all for him).
3. Helps nazi girl with terror attack. (He's being used).
4. Regrets. (He realizes about everything that it's going on around him)
5. is lectured by nazi girl that he is the only true criminal (go back to the priest).
6. Has a bomb explode ("What is he doing in Germany?" Nobody wants him there, everybody is cheating on him)
7. Dies. (Europe= Germany is death after WW2)

Helps ??

He is an idealist who does whatever is convenient in the moment to be appreciated. That's what the movie is about.

But this is still controversial, because Trier hereby says that it doesn't matter what side your choose as long as you just choose, cf. Kierkegaard.
