the 'grain' of the film...

Can anyone explain why the quality of the ?lens of this movie is a bit strange. It comes across as being quite bad quality which is a bit offputting. Is the camera lens used differently? I don't know what the technical expression is called but the quality of the picture isn't good (but Kevin Spacey is as good as ever). Was it made for television? Could that be the reason?

Thanks for your feedback.
