Why did he tell her she could leave at the beginning ?

You really thought he could just allow her to leave? He was playing games. He loved playing games.

I think they were trying to suggest that as a kid she could also leave (tell someone) at any moment but she didn't. And that she was (subconsciously perhaps) no longer willing to go back and play the observer (see the speech at the end about the journalist and her mother).
