It wasn't the budget that killed this movie, it was the writer and the director.
The Beastmaster was made for 8 million. This one was made for 6 million. It's a drop, but it's not like the original had much to work with either. It succeeded because Don Coscarelli wrote and directed it. His story and his direction were essential, and replacing him with two hacks is what ruined a potentially excellent b-movie franchise. They took a great setting and cast of characters and squandered it all by dropping all of it and just having Marc Singer run around in the "future" with a loin cloth in some kind of awful take on Les Visiteurs. The third movie was better and does actually try to return to a plot that is connected to the original film and its characters, unlike this film which had nothing to do with anything, but it's sort of a "too little, too late" situation.
