Well that was a hell of an ending....
It is going right back to the way it was? I suppose this is a realistic ending, but an ending that means what they did throughout the movie was for nothing. Sheesh.
shareWell, the good guys were reinstated ? And they will go back to doing unauthorized operations, the establishment knew they'd go back to doing unauthorized stuff - their stating there will be no unauthorized procedures was a last parting shot to attempt to show control over the situation. Or maybe giving the good guys a last chance, yuh like that'd do any good. Was anything changed? Doesn't look like it.

I guess the way to interpret it is that the "good guys" will continue to do what they can to help and make things better, and it will continue to be an uphill battle for them. They'll do what they can, no matter how little, and cling to the feeble hope that one day the system will change for the better. But if it doesn't, it's not for their lack of trying.
