What is this gators origin? Is it the baby gator we see at the end of the first film?

No, it's more or less a reimagining of the first film.

Toxic waste is illegally dumped into the city sewer where an alligator lives. It isn't explained how the alligator gets there but it was probably the same reason as the first movie (flushed down the toilet).

I went to District 9. Don't tell the MNU.

Heh, I say it was the baby from the first film, however this place is in a different setting so meh. But it was due to toxic waste.
