When he says "No sir, I don't like it" is that a reference to something? He says it all the time, sometimes when it doesn't even make any sense. Is he supposed to be a horse version of a real person who says that? Or maybe an inside joke with the creators?

I don't think it's a specific reference; the writers probably just thought it was funny and decided to make it his catchphrase.

That is one of the great things about this show: it doesn't reference other things, it creates its own things to reference.
