Voice cast

OK, so I was just watching this show for the first time in two decades (YIKES - where does the time go?), and I have a couple of questions about the voices.

I got to season 2, and the introduction of Morpho. The PoDW website says he was voiced by Frank Welker, but the voice sounds more like Neil Ross's voice for Overlord (main villain of Spiral Zone). Can anyone confirm this either way?

Moreover, was Ioz really recast in season 2? Sources say Hector Elizondo was replaced by Jim Cummings - yet Ioz's voice sounds exactly the same!

So if Cummings really did take over the role, then he's even better than I have previously given him credit for - and I have given him a LOT of credit, let me tell you. I've had to listen a lot to different voices to get my head around the fact of it being him.
