Why No Communication Between Investigative Officers?

I never understood why the two main RCMP Police Constables who were first called upon the scene of the murder (in Part 1 of the movie), Const. Mike Hall & Const. Robert Dubeck, we're never called or followed up with, during the axons part of the investigation when it reopened in Part 2 of the movie, by Const. Steve Frishbilski? As many times as I've seen this movie, I never got why Frishbilski never called the initial officers at the scene of the crime for any help, or why Hall & Dubeck were never called to testify at the criminal trials of Wayne and Jim for the murder of Helen Betty Osbourne!? Did Hall & Dubeck die only 12 years later between the time of the murder and the trials? Instead of putting out ads in newspapers across Canada, why weren't those two officers called first? That seems like the most obvious thing to do when someone new takes over any case such as this! They don't ever elaborate on this and I'm wondering if anyone might know how this was so obviously overlooked? This is Rookie 101 Standard Operating Procedure!

Given Hall's hatred for The Pas, he probably refused to help Frishbilski.
