What exactly is "Commissioner"?
Is it equal to police chief? And does Commissioner Scali only have authority over one precinct or a several precincts?

while a Chief would be in charge of Precincts/sub-divisions of the City
in a small enough City there would be no sub-section so they'd likely only have one or the other...
for TV Plot simplification we only focus on his Station House, but the types of crimes and the frequency with which they encounter it would likely make Eastbridge large enough to have more Precincts
