Location?

Is the film set in a GULAG? Or perhaps a remote industrial town where prisoners were required to spend time AFTER serving their Gulag years?
- Knowing if the adults portrayed are free or long-term prisoners is important for understanding the behaviors of the children... Having watched the film several times, I have never been to tell! But Kanevsky's experience of a gulag must be part of the narrative texture.
