This was partly what I meant, yes. But it goes deeper than that.
Total Recall is wonderfully meta.
This is a movie, so right out of the gate, saying something is "real" in it, doesn't make sense. Realistic, maybe. But of course terraforming Mars in 2 minutes (before our main characters run out of air) is not realistic. Even if we accept that part, Quaid & Melina having those bulged out eyes (great prosthetic work BTW!) for a whole minute would cause many many long term problems, it would not just "reset" without problems - the human body does not work like that. Their mucous membranes would be absolutely DESTROYED in their mouth, throat, nose, etc. and they would be bleeding excessively, most likely they would lose consciousness, and would not survive without immediate medical attention.
But of course, it's a movie, so you shouldn't think about mucous membranes - and that is the sheer genius of it. A movie is like an implanted memory in the universe of the movie. But you have to consider the in-universe "real" layer as well... and you can find explanations from either layer to this.
And this triple-layered storytelling is the brilliance of Verhoeven, that enables him to go a bit over the top in certain scenes, satirizing action movies in a way - the human shield scene, the eyes popping out scene, the mutants, etc. Maybe satire is not the best word, but I think I got my point across.
