wow shot in 3 weeks in jan of 1990..

Well this is a pretty low budget movie, so its not TOO suprising :)

Actually, if you had ever lived in or around LA or SoCal, you would know that it is very rarely "Hot" there, (about 3-5 wks per yr it gets hot during or around July/August). In Jan, it is rather chilly in LA. Besides, if you watch the commentary for this film, two of the actresses complained of how cold it was at Venice Beach and how they had to shoot on two different days. It may be sunny in SoCal most of the time, but it is rarely hot...more like pleasantly warmish, (in the 70s and low 80s) with a dramatic dip in temps in the evenings, (often in the 50s and 60s).
