Is Ricky (Clint Howard) supposed to be Ricky from Part 2?

It just dawned on me that these two characters share the same name, and I know there are crossovers with several characters in this series. It's never made clear of course, but is it possible that Clint Howard's character in this film is supposed to be Ricky Caldwell from Parts 2 and 3?

I remember reading somewhere they were playing different characters.
