What about Bob?

It passed me by until I recently rewatched "The Russia House" but I wonder if the CIA guy "Bob" is an allusion to Bob Baer whose book was the basis for the film "Syriana" http://www.imdb.com/title/tt0365737? When "The Russia House" was written surely Baer was still a covered agent, but a "Bob" would have been the sort of injoke that it seems LeCarre might have picked up on with research contacts I would imagine he'd have. The banality of "Bob" still makes me laugh with his flat and insencere "Let's have some fun - let's do some good!"
