Clarence Boddicker hands down. He was also the BEST villain imo.

One hell of a sarcastic MEAN son of a bitch.

I mean who goes and blows someone's hand off, and then tells his buds to offer the man a hand as he's on the floor bleeding? That was just golden.

I agree on what you are saying. I think Cain was the most evil villain in the Robocop series. Don't you think?
