Why so underrated and overlooked?

Just watched this film today. My hopes weren't high becuase I didn't much enjoy the first Rescuers, but this just blew me away. The story is pretty basic but the animation is spectacular, the action is amazing, and it's just such a great, fun adventure.

So why is it rated a 6.9 and is hardly ever talked about when people discuss Disney movies? Personally think its because it doesnt have the usual disney elements of a princess fairytale and lots of musical numbers. It deserves wider recognition in my opinion. While not quite in the very top tier of disney, its still extremely good. Why do you think it's still overlooked to this day?

I saw it in the cinema as a kid and I thought the animated 'aerial shots' were outstanding. I haven't seen it since but I assume they still hold up well today.

Sadly the film did relatively poorly at the box-office because it was released on the same day as another family film, 'Home Alone', that turned out to be the biggest hit of the year. It was also the sequel to a decent but hardly beloved 1970s Disney movie with very little name-recognition, at least not to the same degree as most of Disney's fairytale films.

I think it is overlooked. Especially since it was right dab in the middle of the Renaissance after The Little Mermaid and before Beauty and the Beast.
