Who can hate Caruso in this movie? Righteous cop fed up with Frank turning his city into a warzone, at least took out some of his henchmen before Frank sucker-blasted him then drove off like a pussy.

He cared more about the fact Frank was getting paid. Caruso played a POS Cop, with his own "Gang"... There wasn't anything likable about his character
