Pamela Reed, who plays Det. Phoebe, Arnold’s partner, is extremely boring in her line-reading. I want to like her character, but she’s so monotone and expressionless.

That's kinda what I like about her. She has an even keel.

Well it's not like they wanted to give anyone livelier than Scwarzenegger a major role.

Yeah that certainly could be the case. Twins with DeVito is one where the co-star steals the show.
