Why is there not a good quality DVD release of this film?

It's ridiculous, you'd think by now Criterion would have at least released a sumptuous disc version of the film, or at least a reputable studio. Supposedly the old Pioneer release of this is the best available, and even it's not all that great...and it's out-of-print anyway.
