What's the plot of "Internal Affairs?" Is there any relation between this 1990 movie and the HK blockbuster starring Andy Lau and Tony Leung?

This film has no relation to Infernal Affairs whatsoever. This is about a newly appointed IAD agent trying to bring down a crooked and evil cop, Infernal Affairs is about two members of the police and the mob switching sides.

The only similarity is that they both deal with police corruption. Other than that they are totally different.
