I thought I had read someplace that it was set in The Cursed Earth, the irradiated wasteland in the Judge Dredd universe. Cold someone confirm or deny this?

It was partly based on a 2000ad short story called shok about a robot that goes mad written in 1980. Think the makers of this film were sued over it and had to add a thank you credit and names of the comic writers at end of the film.

Kind of. As mentioned above, this movie's story was inspired by a short 2000AD strip set in Mega-City One. So it's not surprising that the setting has similarities to Judge Dredd's world.
