Well I don't recall that, I thought he was just prospecting the land on which the falls stood but I'm humbly ready to stand corrected. If so it became part of his estate and even in the event of no extended family it's likely his lawyer was executor of his estate in the event of his death. He in turn may have arranged for the American's business to either continue with the enterprise in Ireland or sell the already purchased properties.
As for Irish law if Bull or his wife died without selling or willing the land to anyone and had no known relatives the estate is considered 'Intestacy' and would have been appropriated by the Government. That last bit is fact.
