shareBurton did this time warp a lot in his early works, next to Edward Scissorhands, Batman uses it a lot too.
AMC used to have a pop-up video type presentation, the Edward Scissorhands edition mentioned that the production designer had their team get most of the props from Goodwill and shopping malls.
At one point Edward Scissorhands was wearing a "V" hat; a promotional item for the 83'-85' science fiction series.

By the radios i saw on this last night it looked very mid or late 80s
Saw ES for the first time as well.

I think that helps the fantasy flavour, rather than stupidly tying it to some precise decade or historical moment.
I would have to say late 1970's judging by the cars you see in the background
shareAll those strange decorations, house dresses and furniture reminds me of "Green Stamps" days which would be late 1960's, early 70's. I remember my mother wearing dresses like those in that era. However, other things indicate later on. Dianne Wiest mentions aerobics which is later, and technology, certain hairstyles are current (late 80's, early 90s'). And a mountain with a haunted castle right in the middle of a "Knot's Landing" culd-e-sac. Leaves it all to the viewer's imagination.

I always thought it's a kind of film where they don't have a strict time period setting, just a mash up that works well for the film.
