Scene/Portrayal of Frank Rizzo

Im sure it was this movie, Im could be wrong. Toward ending, the two main characters are confronted by none other than either the character of Frank Rizzo or a strong resemblance of Frank Rizzo by actor Frank Gwynne. But the movie's actor list and description states nothing of it.

In further research I found Frank Gwynne portrayed the character "The Commissioner" in 1986 movie "Offbeat" which is probably what Im talking about but no video available.
