Can someone explain the bad guys' scheme? (spoilers)

It was somewhat convoluted. So, they pay young hoods to steal cars. Then they ship the cars to South America to fill them with drugs on their way there. Then they arrange for the cars to be found by the cops. Now the ship has to take the cars back to th States. On the night of the docking, the corrupt police chief takes custody of the cars and lets the bad guy's men take the drugs from the cars. The cars then end up in the impound.

Did I get all this right?

Yes the scene where Alex (Edwards) is getting admonished by his superiors for arresting a supposed good guy that he followed to his house while speeding? That scene told me everything. The movie is nothing to shout about but there are moments I chuckled especially Alex's love for the Beach boys.

Alfabeta.
You are correct. It was basically a smuggling operation. Sneaking tons of coke into the country through police custody. Kind of ingenious.

That's actually not a bad idea.

They use the cover of corrupt cops to smuggle drugs from South America. The only technicality they probably skipped over is the US Customs would still have to examine the cargo. Just because they're labeled as stolen US Property doesn't mean they can bypass Customs.
