Why is Warren Beatty so clingy with the film and TV rights to Dick Tracy?
This is partially why, there haven't been much traction on any sort of Dick Tracy multimedia since 1990. Bruce Campbell apparently, wanted to make a Dick Tracy TV series but he couldn't because of Warren Beatty (who as I said, owned the rights, wouldn't grant the TV project his blessing).

And of course, Beatty does that bizarre "one-shot" TV special on Turner Classic Movies, where he is interviewed by Leonard Maltin while in character as Dick Tracy. It was presumably done so that Beatty could hold onto the rights.

I think that at this point, it's quite apparent that Warren Beatty is never going to get a second Dick Tracy movie off the the ground. I honestly believe that Beatty in his heart, thinks that as long as he's still living and breathing (Warren Beatty as I write this, is 83 years old), he should be the only actor who should be allowed to play Dick Tracy. That is probably why he didn't go along with Bruce Campbell's TV plan.
