Why was a Canadian cop sent undercover in a US prison?

because apparently it was van dammes case in canada with the sandman, then he escaped to the states and van damme followed him there
shareLike the movie explained, because he was foreign and far less likely to get spotted. As opposed to putting a U.S cop in there that everybody would have known about from the get-go.
He was only in the U.S that one time to track down Sandman.
Canadian Cop actually might have been a better title for this.
