Was this the movie?

I saw this movie in the late 80s, maybe 1990, in which a girl goes to some European country looking for something. I can't remember what it was. There was some Nazi past involved, and a weird scene in front of a butcher shop. The movie was creepy and atmospheric, though I can't exactly remember what it was about. I don't remember it being about vampires, though I suppose it could have been.
