It's actually a staple of the Mummers, one of those Philadelphia marching bands decked out in feathers. The song is sung and played over the end credits by "Uncle" Floyd Vivino, who has a small part in the film. He suggested the song to the director because David Paymer's character says "Hello" all the time. They liked the idea and included it in the movie.

Many years ago, I used to have the "Hello" song from the end titles as my out-going message on my answering machine!!! People always wondered where it came from, but I never told them! =)

No, I don't anymore - this is going WAY back to the early 1990s. If you rent/buy the DVD, you could always play it and then record it onto your answering machine/voicemail as your out-going message.
