The Gang War

Was there a point of the teachers orchestrating the war between the rival gangs and snapping necks during the shootout? Should we assume that it was orchestrated as a cover to get Cody distracted enough so he's an easier target for the teachers? With the lack of a substantial explanation, I always felt the gang war was overly contrived to stage an action set piece. Nevertheless an enjoyably bad film.
