Unknown, Underrated Gem!

This film has got all of the elements needed to be a sleeper hit horror, but doesn't get any recognition, but some how people know about movies like Horror High or Demonic Toys, but they don't know about this should be classic gem from 1990's, Did it fall under the radar,Was it Straight- To- Video? I don't know I was only 3 years old at the time, It's like, Ice Cream Man starring The way less famous of the Howard brothers, Clint, Why don't these films get brought up in horror conversations, what happened,Somebody tell me please?
