Anyway, my question is, when Leo confronts Bobby and Mike in the woods with the football full of drugs, Bobby hears something in the woods and then sees someone, who moves behind a tree. He asks Leo if he was with someone, and Leo says "never mind."
Did they ever say who it was?
Nope. They never did.

Discussions on the topic have typically landed people on either Leland Palmer or Bernard Renault.
Leland is suggested because of the mask and overall appearance (Leland attacked Jacoby in much the same mask/clothing).
Bernard is suggested because he was working with Leo and later turned up dead (compliments of Leo) in those same woods.
