Did the Halloween horror movie franchise influence Lynch in the making of Twin Peaks? The series has some elements of particularly the first two Halloween films including the small town setting, seemingly unstoppable serial killer on the loose (Michael Myers and BOB), authority figure (Cooper and Loomis) with unusual methods working with local law enforcement, hints of the supernatural at play, teenage victims, etc.

I don't know if all that specific stuff is influence from it, but the POV shots are definitely slasher influenced and Black Christmas and Halloween definitely popularised that.
