Episode with Kramer and the phone guy

I'm trying to remember which episode it was where Kramer was fed up with the phone guy (or maybe cable guy? I don't recall) never keeping appointments, and so Kramer turned the tables around and drove him half-crazy by making the guy wait on him over and over again.
